Understanding the eGOV arena
The purpose of this workpackage is to assess state-of-the-art and future eGovernment research plans, and to investigate best practice in eGovernment in the different countries represented in the project, and integrate these national results into a synthesis view at the EU level. The workpackage will define a baseline for future work in the project. It will result in a comprehensive overview of ongoing and future (planned) eGovernment activities, research groups, research programmes, funding policies and important actors across Europe.

Some success factors are:
- Good geographical coverage
- Positive feedback from Interest group on the WP deliverables
- The usage of deliverables (i.e. the number of used/downloaded/accessed)
There are four tasks in this work package
- Compile state-of-the-art and best practice in current eGovernment RTD management activities
- Map important actors in eGovernment research
- Gap analysis
- Building intelligence at the EU level
